Terry,
I always use a paint prep product that removes dirt, wax, polish  and any oily residue from handling a part.  Paint and body shops use it immediately prior to painting.
The brand is "RM" and the number of the product is #901 . It is fast drying.  Can be odtained from an automotive paint store. Only problem is it comes in gallons at about $28.

I use it for prepping any item I'm going to paint so I use it for more than just touch-ups.
