Just my 2 cents... I've been using the Modelmaster fluorescent orange paint with a good brush for many years, on many Mopar needles.  With a brush you can control the thickness of the paint much better than a paint marker.  If the paint is applied too thick the electroluminescent light will not pass through it and the needle will not light up.  On a dash with direct lighting, such as a Duster or 69 Charger, it doesn't matter how thick the paint is because the visibility of the needle is due to the light bulb glowing onto the surface of the needle.
