Have you adjusted the brake shoe clearance on each brake?  I believe that if you tighten up this adjustment (within reason), you will find that you will have a slightly higher pedal as the shoes do not have to move as far before contacting the drum.

Note:  The brake shoe adjusting cams do not all tighten in the same direction.  Front brakes adjust differently than the rear brakes.  

Refer to section Five in your Factory Service Manual (Service Brakes).  If you do not have this reference material, send me an E-Mail and I will forward the instructions on adjusting each brake drum.

Mark,
There's a tiny hole in the top of the master cylinder bore that opens up 
into the fluid reservoir, when the piston is all the way retracted. When 
you adjust the pushrod you have to make sure the rubber cup on the piston 
is far enough back to open that hole , otherwise your brakes won't release 
completely.
