release. If I bypass the hydro vack I have brakes but not very good. Wheel

If this occurred immediately after you replaced your master cylinder your  
new master probably has a residual check valve built into it. You'll probably  
have to pull the master, disassemble, remove the check valve and  reassemble.
 
If the problem occurred prior to your replacing the master then the problem  
is in the hydrovac.
