Roger Schaaf raises a very valid point that anyone buying on ebay is far 
safer dealing with those sellers who accept Paypal for payments.  
Unfortunately those of us not in the US have very limited options of finding 
those harder than usual items, let alone the easy ones for those in the US.

Anyone dealing with ebay takes their chances, must (unfortunately) expect 
the odd dodgy seller that either lies about the item's condition, or maybe 
never sends it.  Their feedback is a good help/start, plus certainly 
accepting paypal is another backup should they be dishonest/dodgy.

Hopefully my rare part I have sent the Money Order will turn up, but that 
doubt is why I paid extra for Air shipping, rather than the far cheaper 8-14 
weeks Surface takes - if I am dudded, I want to know now, rather than wait 
12-14 weeks to find out I have thrown hundreds down the toilet. I often tell 
my friends I have 'sucker' written on my forehead that only I cannot see - 
hope I am Ok this time.
