Defect in the gauge.  Have seen it before. Not enough pressure on the pivot
to dampen the gauge fluctuations.

why the gauge bounces even after a switch to a solid state regulator?
Intermittent alternator output maybe?  Worn Brush?

I have replaced mine with one of John's voltage regulators.  No difference.
I again replaced it later in time because I thought the voltage regulator
was overcharging the battery.  Again no difference.  The needle still
bounces around just like the points voltage regulator.
