It's been my experience (67 Charger) that even though the battery is disconnected, the voltage is still stored in the capacitor until it is grounded. Grounding could be by mechanical means (a jumper wire to ground), or by biological means (grabbing the wire with your hand). The shocking reality is that it will tingle when you come in contact with the wire.

Actually Jim, 50,000 volts is a bit on the high side.  Per the service
manual, the power pack for the electroluminescent lighting converts 12 volts
DC to 200 volts AC at 250 Hz.  You will definitely feel it, but it won't
kill you, the current is too low.  The prudent thing to do is to disconnect
the battery before messing around with the system though.

The shock came from the unit that powers the instrument lights (about 50000
v)Beware of the white wire with the red connectors. The first time was on a
imp and it slammed my diafram up so hard I was sore for a week.2nd time it
was on a F and i wound up on the package shelf under the the rear window no
