[Chrysler300] bucket seat shells



Hi Group,  I am cleaning the metal shells of the 64 300 bucket seats.   I noticed an off color paint, so I prepped the shell with a  scotch pad and proceeded to apply a brite white acrylic enamel.
 
I noticed that the enamel was creating "fish eyes" , which can't be filled in.  So I removed the paint with a rubbing of Acetone.  And repeated the process.  Again, fish eyes were looking back at me.     I hopped over to the nearest auto store and purchased acrylic lacquer.    After a small test area, fish was back.
 
I then proceeded to use a chemical stripper, which removed the rogue paint, and left the shell with the "pearlescant white " .      Now I noticed a tear in the lower section, and it turns out to be a vinyl/rubber  factory coating with the a wrinkle finish.
 
Has any body found the same on their seats?  Can this vinyl be re-applied?
