Ok, According to my 1964 Carter manual 3108S is for a 1961 RC3 and RY1, 
somewhere I think those are the top line models so this is for a 413?
There is a little bit of conflicting info in the book, the quicky lookup in the 
back said 383, going to the specific year/manufacturer gives the model numbers
