I remember that Maryland has the YOM law and we could use good condition tags of the YOM daily. We had to have the current tags issued handy, like on the rear floor or trunk, along with the registration for the current tags.
Along the same lines, I have a MD  "STAR" tag . A big 5 pointed STAR with a number after it. The DMV could not tell me what it was originally for. They guessed that it was for state trucks. A friend of my son's has a Superbird running a set of those tags on it for years.

p.s.: Here in Arkansas. our old cars get a one time (lifetime) charge of $10 for Antique or Street Rod tags. Can't transfer to another car, but never pay more for that set.
Also, out trailer tags are $22. for 3 years or $35. for lifetime, same deal can't transfer. We just transfer them anyway.

Do I dare set foot inside ILL on the way to the fall meet displaying old tags??
After all.....it is about..... $AFETY....Right!!!????
