The screwdriver method simulates the relay being activated. With the 
relays I have done that with, it activates the starter solenoid as 
though the start relay was pulled in.  Therefore the 
screwdriver  method will work both with a good relay and a bad relay, 
it is not a good diagnostic for the relay in my experience.
