It isn't uncommon for the transmission to creep forward when in neutral
after a rebuild if the rebuilder went for minimum clutch pack clearances.
It should go away after 20 miles of driving or so.  Assuming all the
previous components went back into the transmission such as governor, valve
body, springs, I agree you should check to be sure you are getting wide open
throttle when the throttle is fully depressed and that the kickdown linkage
is properly adjusted.
