[Chrysler300] 1957 & 1958 Seal Between Tail Light Filler & Bumper??????

The Seal Between Tail Light Filler & Bumper is attached with staples

On my 300D they were attached with all the rubber seal below the tail light filler

I bought a pair of tail light fillers  that had very little of the seal left
But I noticed they were attached with the edge  of the seal that is folded over on itself on the upper side of the bottom
edge of the filler is this correct?   (Sorry I know it sounds confusing)

and is the seal supposed to sit on the bumper or go down inside the opening on the bumper

If anyone has pictures of how theirs is attached I would love to see them
