Good eye !!!  I missed that one but went back and reviewed the photos again.  Note the horn button is a non-power steering example.  In answer to your question it is not common at all to my knowledge.  The stick shift cars were non-power steering but they used the 1953 style steering wheel so from the interior a bit easier to spot.

Thanks for the update imfo on the 300B,i notice it is manual steer as well,which 
would not be that common for a B.?? Yes I agree it is a solid looking
