After my 300H engine was rebuilt, and I drove it back from Illinois to California, it ran very hot. 

I had a very expensive radiator core installed without result. 

That was followed by new water pump, shroud, fan blade, clutch,   many tests (pressure etc,) but nothing solved it. Then one day while I was running the car in my garage and setting the carbs, it dawned on-that engine was just not hot! I checked the temp gauge, and it said very hot. As usual, whenever the temp was up, the oil pressure would drop . Someone suggested I replace the instrument voltage regulator. Once i did that, the temp came down and the oil pressure went up. I had been fixing a non-problem-or more correctly, the wrong problem!

He's working on a non-A/C car and more than likely don't have a fan clutch.
Just bolted up solid. 
That being said, a fan clutch and shroud May aid somewhat but the underlying o/heating problem will still exist.
More than likely stat, plugged water passages and or water pump problems. If this is in an original engine to the car and has never been opened up
I'll bet all the above will prove to be the cause of the problem.
I have ran 63-64 Chryslers w/big blocks and have never had an O/heating problem but these were fresh engine cars also.
A thermal fan clutch will aid also in MPG.

The bane of many a cooling system - and seldom addressed while looking everywhere else for a problem source - is the fan clutch. When new, the non-thermally activated type of clutch may spin the fan at something like 30% of water pump speed, but when they wear out they may spin at half that speed without it being apparent. They don't last forever. 
Replacing it with a thermal one is the best way to go, but at least a new non-thermal one would be a smart move. Problem is you will need a bit of luck finding an NORS one.

I made some of these clutches up some time back, and I could think about doing another batch of them. The ones I made were thermally activated and bring the speed up to something like 65% when the coolant is hot. 
As I recall they ran about $125. Frankly I'm really not looking forward to adding something more to my agenda, but I would rather not hear of cars not able to be driven for lack of a fan clutch.

Is there further interest at this time?
