Judging by the number of digits, it's a number based in North America.

Possibilities:

He could be an American currently living in Paris, with a US cell phone.
He could be from Paris but vacationing in the US, using a friend's cell 
phone.
He could have purchased a trac phone or other non-contract phone while 
traveling.

I'd ask him how he found out about your car, if he's a member of either 
Chrysler 300 clubs, if he'd like to inspect the car, etc. If he wants to buy 
it sight unseen, ask him how he intends to pay for it.
