Isn't the oil pump driven by the distributor?
Been too long, but I think you could use a screwdriver shaft in a drill to
operate the oil pump to pre-lube a fresh engine.
That would be a Straight screwdriver and with the distributor removed, of
course.
That would be an easy way to see of the pump is working, note where the
rotor is pointing so you get the dist. back in correctly.
The engine won't turn over, just the pump will spin and pump oil. Maybe the
pick-up is off or clogged.
