The tilt column used in the 1964 Chrysler was made by Saginaw and does NOT telescope.  The telescope feature came a few years later to Chrysler.  The turn signal switch in a standard non-tilt column is located inside the column behind the steering wheel hub with the signal stalk connected to the switch.  However, on the tilt column, this application uses that Delco-Remy turn signal switch that is attached to the side of the column under the dashboard.  There is a special adapter wiring harness between the standard steering column connector and the Delco-Remy Switch.  You can replace the turn signal switch on the tilt column without removing the steering wheel.  The Delco-Remy switch is interchangible with the same switch used on multitudes of GM products back the day.

I too have the Tilt wheel, does yours telescope? Mine does. I need a center cap for the steering wheel, do you have an extra? Also, do you have an extra steering wheel? Mine is marginal, and finding parts as you know is difficult, so when some body has one I must ask, you never know who has parts, also, if someone has the exploded view, give it to David first, and if available I also can use one.
PS: supposedly, the tilt/telescope column was sourced from General Motors (perhaps a Saginaw?), may help in the exploration for parts.
