One thing for sure, they shouldn't sound like anything a rice burner
would produce.  Using the horns a lot, like on a country road often
helps them produce the sound they should.  You can do it yourself or
send them out if that doesn't work.  If they are sounding at all it
probably isn't the relay, but corrosion in the horn.
