Dave is correct. At least it's that way on my H. When the OFF button is pushed, the fan is off. When you push any other button the fan comes on at whatever setting the lever is at. If the lever is pushed in, it's on low speed, pull out to first click, medium speed, and pulled out all the way, high speed. Incidentally, on an AC car, if you just want VENT, you push in the "FR COOL" button and then pull that button back out. That opens the flap to allow fresh air into the passenger compartment, but does not run the AC compressor. You can set your fan speed according to your desires. If you push "MAX COOL" the flap won't open to let outside air in.

I believe it is three speed.

Any A/C 300 I have had of this era that used the vacuum switch was like that.

OFF is just that, when the OFF push button is pressed in. When the max air, defrost, fresh air or heat  push button.is pressed in, they come on to whatever speed the LEVER is set at

Low is when the LEVER is pressed in, MED is the 1st click out and high is the last click out.

Sounds like your switch is bad not letting the low speed energize the motor or the motor and/or resistor has an issue.

OK Guys,

 

Here is one for you:

 

My mechanic just did an awesome job of repairing the AC/Heat Blower Switch that had apparently melted down somewhat.  The knob on the switch indicates three fan speeds. He is telling me that he thinks that the blower may be a two-speed: OFF-Switch pushed all the way in.  LOW-Switch pulled out one click. HIGH-Switch pulled out two clicks.

 

So my question is:  Is the fan a two or three speed fan?
