Thks for these suggestions. Both carbs newly rebuilt, so not first on list. Likely vacuum leak somewhere. Will check canister. Looked fine when cleaned, repainted, but did not pressure check before installing. Vacuum +/- 15 lbs and up and down with idle speed changes. Not steady idle. Maybe in carbs. Looking further.

An air leak around the primary throttle shaft in carburetor if worn / older
hi mileage carbs , is a major cause of unstable idle, assuming mixture is
right. And good needles..replace with AFB repair parts from Edelbrock. They
fit fine , JEGS sells, I believe. The old ones often have an obvious wear
ring around them, from being adjusted 1000 times...and tightened too hard.
That gives them an impossible to deal with 'on /off" action , new ones are
slightly different taper , I think, and more rugged, really help with
mixture setting. Keep all air valves and needles open the same amount. 

Spraying like carb cleaner on shafts at entry to throttle body will close
air going in, make idle change.. Obviously a vacuum gauge helps too.

Plus , assume you have checked vacuum tank under fender, booster etc. Might
even plug / cap that line takeoff at engine to be sure. Small hole in 300F
vacuum tank got me big time early on.. Another remote thing that has
happened to me is stuck heat riser melts or corrodes the ram manifold
aluminum under the carb, causing exhaust to leak into carb plenum=vacuum
leak. ; Lets hope none of these things is getting you, but stuff I have
seen ; 

Advance weights sticking , not returning smoothly to zero at times due to
crud is another thing to check with timing light. The weight swivel pins
need to be free and light oil.

The plunger is really a very secondary thing after all else is working
stably..it is to prevent stalling like when you switch on AC or engage
drive, not to set up normal idle..you are right to back it off till engine
is running well otherwise. Idle is set by carb air valves and mixture, not
by stopping the linkage in any way. .Carb should close solid .

Yes, saw that in the service manual, thks. I backed it off, so not doing
anything still have idle issues, so going to look at carb return Springs.
Maybe on the weak side for new carbs. The plunger? Moves about 3/16" when
not in gear as I adjust the rpms. Sound about right!

When you adjust it, be sure and hold the shaft the adjustment bolt screws
into, else you will tear the diaphragm That's usually what has happened to
these units.
It does retract when the car is running, correct? If so it is functioning
properly and is supposed to extend when vacuum is low to "goose" the idle
back up The anti stall pot is not for adjusting idle speed you know

Didn't take it apart, just removed from car and cleaned and repainted
outside. The plunger? Moves but sometimes stops idle at 1500rpm, other times
goes back near 750. After going thru F service bulletin again, just going to
back off the adjustment some more and try that first

After restoration, mine appears to be sticking, maybe too much paint. Idles
to high half the time. Thinking of removing and thorough clean. Any things i
should be concerned about, or not do when cleaning, disassembly? Thks in
