Power antennas do not retract in total. I have a 57 Imperial that stays part way up.

As I progress with my assembly one item I neglected was my power antenna. What is interesting is that even though it is a factory installation there is no mention of it in the service manual in the radio section.  There are comments about making certain the mast is fully extended for optimum reception but no pictures of a power antenna.   Any recommendations on how to get it restored? It appears that the mast does not fully retract but leaves about 5 inches above the fender.  Thanks
