I think that small column switch operates the release magnet in the main switch and so it operates the same way in both directions—to release the main switch lever after a turn, as steering wheel is turned, not cause it to latch? ; I think the latching action (as opposed to unlatching it or releasing by that column switch)  is in the directional light switch, a hook or indexing  device of some kind? Might be obvious and repairable .

 

On the other hand if the release switch is always sending ‘release me” current to the directional switch, it would not latch, but I would rationally expect that to be present in both directions . If I remember right a single wire goes to the column switch, grounding it releases the turn signal lever? Try removing the wire there,  see if it latches, just in case some crazy ground fault at release switch. .

 

I only add this to clarify that that I think he means main switch will not hold in one direction, which does not involve the release switch? ; I too have had problems with the column switch getting mangled , often beyond repair. Unobtainium.  I had considered making an electronic circuit that counts flashes and then turns off / releases the main directional by using that same wire. Any thoughts on that?

There is a switch in the steering column on the left side just below the underside of the dash instrument cover plate. I had to rebuild mine with parts from another one. That may be your problem.

                          When pushing the signal arm to the right it does not lock in place, but when turning to the left it works perfectly. The lights flash with no problem.
