Although not recalled with perfect clarity today , I put many together did not  need a special tool . Wish I could be more specific ... that brake is quite good, I think .. —-compared to later designs that pull on rear shoes . They often rust and cable sticks. Not the transmission one ! 

Cable outer part can rust and then fold or open causing a broken spiral usually within a foot of transmission   , at the bend Sohave to be careful it is dressed well . I think there was a clip to floor (?) there to keep it up high —often gone . Do not want it hanging down  touching things it should  not . 
Last few cars I Put shrink sleeve over it in that area .. and lots of lube by hanging it up and dripping 75w Mobil one into it over a few days till it appears at lower end . Obviously out of car to do that . It works much easier then . 
There can be a problem at fire wall end where the sheath ends in the actuator , Metal shape that holds sheath can  crack and then the outer shield moves , bad thing .for braking  Can be fixed by welding — or better due to shape gas braze  . Worth looking at that end , the retainer on the car for the outer jacket end. — for any sign of incipient cracking  or breaking free .
