The '63 & '64 Service Technical Manuals show the power to the windows, seats and top pump all comes through the 30 Amp breaker behind the left kick panel.  A cautious or careless person could reroute the window power lead to the ACC fuse or even install a relay in the system to prevent power window operation without the key in the ignition and switched to ACC or RUN.  The factory switching system allows multiple motors to be operated simultaneously and has #12 wiring to the door switch.  One should probably be OK on the ACC fuse if only one window at a time is operated.

I have a 300J.
The power windows work only when the key is on.
I have not investigated the wiring but
I don't think this is normal for a J.
What say you?
And have you seen any other letter cars where the power windows are switched at the ignition?
