From the book "Dodge, Plymouth and Chrysler Police Cars 1956 - 1978", In 1960 Dodge did have the 361 Ram inducted engine on the Dart model. The Polara got the bigger 383 Ram engine. The 383 was also optional on the Dart. No reference to a Ram engine on the Plymouth. It's biggest engine was the 361 Golden Commando 395. 

In 61 Dodge still had the 383 Ram engine. The Plymouth got the 383, but no Rams. The Chrysler Enforcer was available only with the 383 4 barrel.

In 62 the Chrysler Enforcer had the biggest engine, the 383 4 barrel. Smaller squads and engines.

In 63 Dodge got a hopped up 413 rated at 360 HP. Plymouth had to stay with the 383. The Enforcer was apparently dropped.

Tons of information in this book. A must have for Police car fans.

Does Urban Legend preclude Dodge?

in 1960, Dodge had moved its police option to the newly introduced 118"-wheelbase Dart, trying to steal sales from Plymouth, which outsold it 4:1 in squads. Dodge loaded it up with every single engine it had, up to and including the wild dual-four-barreled Ram Induction option. The 122-inch wheelbase Dodge was only sold as a "special purchase," with a minimum order.

It references a 1960 Plymouth Police Car being available with a “Pursuit Golden Commando 395 engine” a 361 cu in ram manifold with twin four-barrel carbs.

Chrysler was likely concerned about fuel economy in marketing a Chrysler for police use.

Until I see actual period pictures or other documentation of these alleged cross ram police cars, I will still consider them and urban legend. No book on police cars lists anything other than the Chrysler Enforcer. There may have been one off conversions done, but due to the reputation of ram cars being hard to tune and temperamental, I doubt it very much. It reminds me of the old movie "The California Kid" where the sheriff has a hopped up 57 Plymouth.

For 1961 Chrysler offered a police package on the newly reintroduced Newport called the "Enforcer." It used the Dodge 325 HP 383 and all the police stuff including higher spring rates, anti-sway bars and the like. A wagon version was offered and the whole package lasted through 1964. 61 versions did not wear any "Newport" badging.
 
Massachusetts State Police used Chrysler wagons for at least one year.

In a related story, I was told on multiple occassions that the MA State Police used ram-equipped cars as pursuit vehicles around 1964? Not sure they were ram-K's, or just Chryslers equipped with the ram engine option. They could be seen almost exclusively on the relatively new MA Turnpike?
