Strictly annecdotal, but I've owned 4 different 61 Chryslers, Newport with 361, NYer with 413, and two 300G's, one coupe and one convertible.  I never saw a shim on any of the starter motors.  YMMV.

The big problems come if it goes into far , it can get stuck in mesh . That obviously raises hell .
The machined part of starter nose  is obviously precision to .03 or better inherently , but errors in assembly or wear of the solenoid pull travel play into this .
You usually can see the contact pattern on the teeth , see if it is reasonable .

I personally have never seen a shim here but if it went in too far due to something wrong in starter , I could see someone spacing it back . I do not remember on this specific starter but some actually go until they hit the far end  bearing or close to it. There may be a thrust ring there to stop it from going too far .

The 340 did not go far enough resulting in loud grinding sometimes . Replacement starter did same thing . I became suspect of location of flywheel /ring gear , flex plate etc etc . Block or trans case machining ? ( 727)
Rather than fight all that , I machined it ..060 off mount face  to go in further .

Been trouble free .
I would say if it works does not stick inwards , and always fully engages , let it be .
