And this is what I've always used in 727s. Mine have all been mid to late 60s to early 70s cars. The small block 904 ones are integrated into the dust shield for lower bellhousing.

Thanks Don and all who responded.  This is what I had seen and thought was a shim.  Also the 1960 FSM mentions nothing about this but the 61 supplement calls out a “seal” that goes between the starter and bell housing.  Maybe this is what they are talking about.

The cast iron torqueflite and 727 starters do not use a shim. They have a plate that goes behind the starter to block an open area where road dirt could get in. They have nothing to do with starter engagement. GM cars use shims because the starter is mounted to the block, and manufacturing tolerances vary. Chrysler starters bolt to the transmission, needing no adjustment. Most probably went missing the first time a tranny or starter was changed.
