The nonconforming vin. Is someone tampering with  the welded on vin. If it is put on with pop rivets

Or if it doesn't match the frame #s. The state will issue a new state vin# with a bill of sale that proves not to be a fake. The state also runs a nation wide theft search before issuing a vin# or a title.
