This brings up a topic I’ve often wondered about; what constitutes odometer tampering as an offence? 

Seems ridiculous when you think of all the cluster swaps, replacements dashes, digital upgrades etc. but there must be  language regarding repairs or restoration? Or is there an age limitation?

My speedometer pointer fell off and I have another one installed, but the odometer mileage is not accurate.  Are there any hints on how to take a newer odometer apart and change the mileage?  I am asking before I take it apart and create a mess.  Thank you!
