yes if reading high especially pegged it us either the  sender ( but somewhat unlikely to fail shorted ) or the wire to the sender is shorted to ground . Anywhere along its length , including at or in gauge . Check physically and then disconnect both ends and read with ohmmeter to ground , should be infinite ( no reading) 
I would try to get one out of a same app ( 60-62) junk car ( Murray Park , big M ) as most replacements are a crude attempt at universal , and may not read right .
This is especially true of temp sender . I never did find a replacement that worked right on two different occasions .I adjusted with external resistor. Maybe you get lucky . 
And  oil gas and temp senders are different for magnetic  gauges used pre 60 vs thermal gauges 60 up .

 Any problems with thermal regulator impacts all the gauges . They are surprisingly reliable in my experience . If you see little jumps on needle as you turn on ignition it is working perfectly , easiest to see on gas one with full tank

The needle for the oil pressure gauge in our F stays pegged at the far right when running and guessing it’s the sending unit. I see that Napa has an Echlin unit for about $54 and a Napa brand for about  $21, which is a huge variance.

They look the same on the web page but wondering if the group has any thoughts on significant differences?

PS: I did buy a new voltage regulator a while back because someone said that could also be the problem but I haven’t installed it as was thinking the sending unit might be more plausible as a the culprit.
