Yes, that.  I just replaced a MC on an ’86 Chrysler LeBaron T&C for that reason—would not pump up. .  Improper bleeding would also seem to be a possibility.  There is a proper sequence of wheels that must be bled in order.  Usually, the brakes can be pumped to get a pedal if there is air in the lines.

Sounds like a master cylinder problem - fluid bypassing the piston ?
