{Chrysler 300} 300G Convert top issues

Ill keep this brief. Im not a mechanic, lol.

 

But my power top seems to lift just fine when I want to put it down; but doesn’t want to lift at all when I want to put it UP.  Is this a clue as to what the issue could be?  Thx    Tim
