Twist the center cap only. The horn ring is attached by three phillips
screws through plastic bushings, which you'll find under the cap.

Subject: Horn Ring Removal - Help
Trying to pull the steering wheel on my '65 Belvedere and can't get
the horn ring off. Twisting it counter clock-wise, as it should be,
but won't budge.
Any clues or do I twist until it gives or I bust a gut?
