What I have run into on these is the rubber boots over the caliper guide 
pins break open and allow moisture to get into the caliper forever freezing 
the bolts in rust. We use a torch to heat up the area where the bolts go 
through. Obviously this wrecks the caliper but if it's that rusty you're 
going to want to replace it anyway. Rebuilt calipers are not that expensive. 
Make sure you get one that comes with new hardware.
