It is my understanding that works published prior to 1978 had to contain
a valid copyright notice to be protected by copyright.  
Does the work in question carry a copyright notice?

It's false.  At one time there may have been a requirement to submit
works to the LOC to be eligible for copyright, but not anymore. 
Anything you create is automaticly copyrighted until 70 years after
the author dies.
