Yes, USPS has relaxed their service.--Partly due to Covid (I call all the Covid reasons a Covid excuse) due limited staff, and due to the uncertainty by those working for USPS about their own future. Because if email and Amazon and other services have taken a bite out of their action and are still speedily delivering their orders.It used to be a 3 day delivery time for regular mail. Now by their own admission that has changed to 2 weeks time.I have a PO Box and conducted a test of my own. I mailed two exact envelopes to myself. One to my home address and one to my PO Box. and mailed them directly from the post office. I received the one to my home address in 3 days. I never received the one to my home address.
