Yes, rust always returns if it has access to moisture. It is almost guaranteed the even if the treated metal looks rust-free 
there is a pin hole site area where rust still lurks and is waiting to grow. :/ 

The coatings like Red-Kote do their best to block moisture from reaching the metal. Follow the manufacturer's directions 
closely.
