Gasoline fumes, Jay check the front to of your tank at the sending unit. See if there are any leaks there. This 10% Ethanol gasoline you and I get here in CT. will cause the gasket between the sending unit and tank to dry out when fuel is below 1/2 tank. Then when filled above 1/2 it will leak. A few years back I decided to store my '63's with less than 1/4" fuel in the tank. The first fill in the spring I could smell gasoline and found it was weeping at the gasket and fuel was remaining on top of the middle seam. Not long after that the weep turned into a leak and drops were on the floor. A quick fix to replace the gasket if that's the problem. I'll let you know if I di any shows up your way this summer...

Did you compare the filler necks from the 1963 and 1965s? Is the 1963 narrower? Sounds like you could use the 1965
filler neck in the 1963 to solve that issue.

The reproduction b-body gas tanks and filler necks listed on the swap meet items from Joe Suchy indicate that  these
repros he sells  fit all 1962 to 1965 Mopar b-body cars.  I did not see a grommet listed but you could call him and ask.
