I have a Mopar Muscle article here about sleeving, it states that there must
be enough wall to get "purchase" - there can't be big holes.

A sleeve will always save a cracked cylinder with no problem however if a
large piece is missing it would require a thick wall sleeve and that is not
always easy so in that case i would scrap the block unless it was very rare
