The short you're seeing is between the springloaded contact wheel for the horn (part of the turn signal switch) and the steel cancelling piece on the steering wheel. When horn contact gets grounded, it sounds the horn.
This is especially likely to happen if you replaced your original turn signal switch with the readily available 67-up style that almost fits.
I fixed mine by insulating the side of the horn contact as best as I could, but it will only last so long before you'll have to pull the wheel and do it again.
The permanent fix is to get the correct turn signal switch.

My horn started going off while I turn the steering wheel. No good
pictures in the factory manual. But when I took it apart the three
screws holding the horn bar were installed with assorted large washers.
The horn wire and connections seem solid. would new screws with nylon
washer prevent the "short " I'm seeing? Thanks for the help.
