I believe a patch panel is still available for the driver's side cowl. 
Kramer sold these patch panels, I recall. Some people have said the 
repro patch panel required some tweaking to fit. 

You could use a rust free cowl, but no-rust cowls are few and far 
between in most parts of the world!  

Any rust repair is expensive to pay someone to do because it takes lot 
of labor to do it right. But you can DIY in a correct way if you have 
the time, tools and welding skills, or can get some help from 
metal-friendly buddies. See
