Here goes but it is easier to do than to describe. first question we will cover is why are they there?
because idle and offidle circits are in operation only when the throttle plates are closed or just starting to open (idle closed, off idle (aka transfer circuit) just starting to open. )
If you didnt have a idle bypass or simialr devive (such as air bypass holes drilled in the primary throttle plates (usually .060 to 090") then the throttle baldes would have to be so far open that the idle and offidle circuits would not be able to function at all or not properly anyway. This way you can keep the throttle paltes closed and trim the idle airflow to support the cam . Also when you have two carbs hooked together by linkage anything done to one disrupts the other a bit. so these bypass screws allow an independant non mechanical idle trim adjustment.
Set both scerws at the same adjust ment (pick a number saw 1 1/2 to 2 turns but make both the same.
Fire the motor and adjust it as best as you can without using the idle bypas screws then trim it to perfection with these scews and go back and touch up everything againand repeat the process at least threetimes. A tach undere the hood (a hand held ) will be a great benifit.
Most importantly. try not to worry about them as they are not that big a problem.
I hope this helps
