setting up my new carb

rebuilt my BBD carter two barrel, adjusted the  new float perfect, set
the choke settings as well as i could figure. 
  now i am trying to dial it in, HELP!!!
  service manual says get the motor good and warm, disconnect kickdown,
  flip on headlights, set curb idle screw at 500, then monkey with the
  idle mixture screws .
   well first off i cant get it down to 500 without it konking out
  if my tach is to be trusted 650-700 is the absolute lowest i can go
  before it dies.
   So what do I do?
   whats a goood ball park setting for the idle mixture screws. I
   guess-set them at about one full turn out from all the way in.
  any of u wizards have a neato trick here to help me out
