True stall speed is easily tested:

 Have vacant area in front of vehicle. Hold the brakes, hard. Wood the
throttle for at least one second, read tach. That's the stall speed. (Don't
do this for more than 2-3 seconds, the full engine HP is being converted to
heat in the t/conv.)

The vehicle will begin to move / drive well below this RPM.
