You could test to see if you are getting enough vacuum with a vacuum gauge. But the secondary operate off of a spring loaded rubber diaphragm that could go bad and leak if not fall apart completely. usually the diaphragm is located on the passenger side of the carb. if you have something like a Holley or a Carter. It will be connected to the secondary shaft with a little arm. the top of this should come off and you will probably have to take it off the carb. entirely if this were the problem and I wouldn't do it with out an carb. overhaul kit. I really don't know the procedure for diagnosing this except to feel it by pushing it in and out with your hand and listening to it perhaps. Best of luck.

Can anyone explain to me the operation of vacuum operated secondaries on a   
4bbl carb? Mine aren't opening. What's the procedure for diagnosing the   
problem?
