Yes, the "2' is for the basic two tone - body one colour and roof another.

For an American 1964 Savoy, the "C" is for the roof colour (Light Blue) and
the "D" for the main body (Medium Blue Metallic).

A light blue car with white top would be WC2

In Canada for 1964, "C" was Embassy Grey Metallic (a very dark grey) nd "D"
was Sky Blue.(about the sane as the U.S. Light Blue)

Savoy that I am working on. The paint code reads CD2. I think the 2 means
two tone. The car looks to be original light blue bottom with white top.
Does any one know the codes for 64 Ply. Savoys? Thank-you Terry
