First welder advice?

I'm starting to think about buying my first welder. Any wise words
for this rookie? My goal is to be able to weld patch panels on my
car, but also be able to weld tubing such as for a rotisserie and roll
bars. From what I've read, TIG seams most flexible and controllable,
MIG is cheaper and faster. I see a lot on Ebay that simply say Arc
welder. What does that imply? I was looking at the Miller Maxstar
150 STL, but I guess you'd need A/C for aluminum? That might be nice.
Thanks for any advice. I've poked around the Lincoln site, but most
of the information is way over my head.
