Dashes are essentially the same between 64 Plymouth and Dodge.Only the 
cluster is different.So,the headlight switch is in the same place on all 
64 cars-second one in from the left on the lower steel "bulkhead".

There are either pushbuttons or a block-off plate in that location 
depending on transmission.I've never seen or heard of one as you've 
described.
