When I did the Polara a year ago I used carb cleaner to cut the grease 
and a wire brush in my drill to take off the loose paint, then painted 
everything with por-15 and it's still on there 1600 miles later. If you 
have a compressor you can get a cheap hand held sand blaster for less 
than $30 and that will take the paint off, too. It won't cut the grease 
very well, though.
